Focusing on circulations, the book proposes a decentered approach to the transfer of cultural policies: it does not consider them in terms of imposition or importation from point A to point B (e.g. from Europe to Turkey) but in terms of coproduction and synchrony. It considers the circulations at the international, national, and local levels and the entanglement of scales.
