In 2020, suitable provisions concerning the timeframe to be taken into account in town planning and development to deal with the Covid-19 epidemic were applied in France’s overseas possessions. This has not affected the continuation or completion of the drafting, revision or modification procedure for town planning documents including the SAR (regional development plan) whose new regulatory regime was adopted and whose enforceability was defined by the judge. Codes have also been modified and criminal law on town planning has been reasserted, notably in New Caledonia, where the Conseil d’État was asked to look into the delegation of town planning powers to judge on the admissibility of certain forms of legal recourse.
