Fishing activity and environmental preservation

The optimal economic exploitation of renewable resources has been a subject of great interest in the last few decades. Despite this, many fish stocks are destroyed or threatened with extinction, and an increasing number of fisheries collapses. Causes that are frequently put forward include fishery overcapitalization, habitat destruction and excessive harvest rates. In the present work, we study the impact of the fishing activity on the marine ecosystem and on the stock variability. We define the fishing activity not only through the annual harvest, but also through a second component that characterizes the environmental impact of the fishery activity. This is what we call the ecosystem protection factor. It can be interpreted as an indicator of the fishery impacts on the marine ecosystem. Thus, it takes into account any action that enhances or damages the marine environment. Our results are built on a stochastic population model, based on the stock-recruitment model discussed in Reed [1]. It is a Markov process Xk whose transition law is governed by a stochastic variable Zk representing the quality of the marine ecosystem. We assume that the probability law of this variable Zk is affected by the fishing activity through its two components: The annual harvest and the ecosystem protection factor. We present a stochastic dynamic programming problem in finite horizon where a sole owner seeks to maximize a discounted expected profit. We characterize the optimal fishing policy of our problem and we compare it with standard models. We also analyze the existence of an ecosystem protection factor which ensures the environment conservation and allows to preserve the economic activity.
